2023 is a year when Tokyo completes the 2020 Tokyo Olympics and experiences significant changes in the social environment after the global pandemic. How to utilize the cultural resources of the Olympics to promote its development，how to understand and analyze the pandemic，and maximize Tokyo’s soft power advantages have become Tokyo’s top priorities. Under this situation，Tokyo issued the Tokyo 2030 Cultural Strategy，which proposed the development idea of “applying the experience gained from the COVID-19 to urban development” and “building a” leap “and” rich “new city with the strength of culture and art”. Based on this development strategy，the Tokyo 2030 Cultural Strategy looks forward to the future development vision of Tokyo in 2040，and has formulated four strategic measures and 10 action plans to achieve this vision. The Tokyo 2030 Cultural Strategy is an important strategy for promoting urban transformation and development，which focuses on cultural and artistic development and analyzes the new development situation of Tokyo after the epidemic. This article introduces the Tokyo 2030 Cultural Strategy，and combines it with the direction of future Tokyo cultural development to observe the strategic thinking behind the Tokyo 2030 Cultural Strategy，providing reference for domestic high-quality development cities to choose development methods.
