2024年6月，日本金融厅公布了日本《金融·资产运用特区建设方案》。指定东京都、大阪府大阪市、福冈县福冈市、北海道札幌市四地开展金融特区建设，意在不同地区发挥不同优势，相互协作，联合打造国际金融中心，促进日本金融服务和资产运作产业的集聚和扩充。日本建设金融特区对于我国金融中心建设既是挑战也具有借鉴意义，有必要在亚太地区国际金融中心格局重塑的新环境中、在结合地方特色推动金融有效服务实体经济中、在改善金融营商环境国际化等方面作出新谋划。
In June 2024，the National Financial Agency of Japan announced the construction plan for Japan’s “Financial and Asset Utilization Special Zone”. Designated Tokyo，Osaka Prefecture/City，Fukuoka Prefecture/City，and Hokkaido/Sapporo City to carry out the construction of financial special zones，with the aim of leveraging the advantages of different regions，collaborating with each other，and jointly building a thick international financial center to promote the aggregation and expansion of Japan’s financial services and asset operation industries. The construction of financial special zones in Japan is both a challenge and a reference for the construction of domestic and international financial centers. It is necessary to make new plans in the new environment of reshaping the international financial center pattern in the Asia Pacific region，promoting effective financial services for the real economy in combination with local characteristics，and improving the internationalization of the financial business environment.
