21世纪以来，城市人口结构、气候条件以及技术水平等发生了显著的变化，加上俄乌冲突、巴以冲突等更是深刻影响了城市战略升级的趋势。本报告以《2040年吉隆坡结构规划》为例，探讨未来城市战略升级的趋势。该规划首先介绍了吉隆坡的愿景和目标，即为所有人构建创新高效、包容公平、绿色健康、智能低碳、高效移动和综合可持续的城市。随后，分析了为实现这些目标而制定的重要战略政策，如发展新兴产业、推动多样化住房选择、加强文化遗产保护、促进绿色出行、优化土地利用等。最后，总结了吉隆坡的经验启示，强调城市发展需要系统思维、因地制宜、注重社区营造和人性化维度，并针对中国城市战略升级提出注重城市文化保护与发展、社区尺度可持续发展以及以人为本的城市道路规划建设等建议。
Since the beginning of the 21st century，the population structure，climatic conditions and technological level of cities have undergone significant changes，and the recent Russia-Ukraine conflict and Palestinian-Israeli conflict have profoundly affected the trend of urban strategic upgrading. This paper takes Kuala Lumpur Structural Plan 2040 as an example to discuss the trend of future urban strategic upgrading. The article first introduces the vision and goals of Kuala Lumpur Structural Plan 2040 to build an innovative，efficient，inclusive，equitable，green and healthy，smart，low-carbon，efficient mobility，and integrated and sustainable city for all. Subsequently，the paper analyzes the important strategic policies formulated to achieve these goals，such as developing new industries，promoting diversified housing options，strengthening cultural heritage protection，promoting green mobility，and optimizing land use. Finally，this paper summarizes the experience and enlightenment of Kuala Lumpur Structural Plan 2040，emphasizes that urban development needs to be systematic thinking，adapting measures to local conditions，focusing on community building and humanization，and puts forward corresponding suggestions urban cultural protection and development，community-scale sustainable development，and people-oriented urban road planning and construction for China’s urban strategic upgrading.
