本报告聚焦于全球化转型背景下的全球城市，探讨其在新国际环境下的发展逻辑、挑战与机遇。2024年国际政治经济的重大变化标志着全球化进入4.0阶段，向更包容、均衡、可持续的全球化转型。通过对技术变革、大国主导和国际机制调整的核心特征分析，本报告发现全球城市的发展模式、层级判定和竞争格局已发生重要转变，全球城市重新审视自身的发展战略。在全球化4.0阶段，全球城市的发展机制和层级判定标准面临重构，并需要面对要素依赖、发展目标导向调整等一系列冲击与挑战。全球城市的运行逻辑需要从流量枢纽功能本土化、区域化、策源化和包容化进行调整。在全球化深化新阶段，“全球南方”城市的发展、包容、多样和中立导向使其成为推动全球包容性发展、促进全球城市网络拼图完成以及解决全球城市发展悖论的关键力量。
This paper focuses on global cities in the context of globalization transformation，exploring their development logic，challenges，and opportunities in the new international environment. The significant changes in the international political and economic landscape in 2024 mark the entry of globalization into Stage 4.0，which is characterized by a transition towards a more inclusive，balanced，and sustainable form of globalization. Through an analysis of the core features of technological change，major power dominance，and adjustments in international mechanisms，this paper finds that the development patterns，hierarchical determination，and competitive landscape of global cities have undergone important transformations，prompting global cities to reassess their development strategies. In the context of Globalization 4.0，the development mechanisms and hierarchical criteria of global cities face reconstruction and need to address a series of impacts and challenges，including dependency on external factors and adjustments in development goals. The operational logic of global cities needs to shift from being a traffic hub to being more localized，regionalized，innovative，and inclusive. In this new stage of deepening globalization，the development，inclusiveness，diversity，and neutrality of Global South cities make them a key force in promoting global inclusive development，completing the global city network puzzle，and resolving the paradoxes in global city development.
