Kautilya’s ideas have played important roles in shaping Indian way of strategic thinking and permeated its contemporary political discourses, profoundly influencing India’s perceptions on regional order. During the Cold War,India’s version of “Monroe Doctrine” highlighted its great-power chauvinism in viewing regional order, while the Gujral Doctrine marked a turning point in India’s post-Cold War regional outlook. Successive leaders like Atal Bihari Vajpayee and Manmohan Singh further developed the “extended good neighbor policy”,yet its core ideas remained rooted in demanding that smaller states in the region should prioritize India’s interests in their domestic and foreign affairs. Modi government has continued India’s tradition of viewing powerful neighbors as inherent rivals. Taking advantages of the Indo-Pacific strategy promoted by the United States,Modi government has shifted its focus to the neighbors of neighboring states, seeking to rally more regional nations to counterbalance the rising neighbor. Therefore,Modi’s “Neighborhood First” policy provides a regional framework for its “Monroe Doctrine” style diplomacy based on its Hindu nationalist perceptions, aiming to hedge against China’s ascendancy and advancing India’s great-power aspirations.
