中非新能源合作自1978年以来经历了发展起步、转型与合作深化和现代化合作与可持续发展三个阶段，从早期的援助为主逐渐向多元化、互利共赢模式转变，合作领域涵盖太阳能、风能、地热能、生物质能和小水电等。近年来，中非新能源合作取得显著进展，合作项目遍布非洲40余个国家，新增电力装机容量达1.2亿千瓦，显著提升了非洲的电力供应能力。然而，中非新能源合作仍面临诸多挑战，包括政治与政策、跨国协作、营商环境与基础设施、投融资与货币、自然与环境、国际局势与市场竞争等六方面的风险与挑战。为应对这些挑战，报告建议加强政策协调，完善治理框架；创新项目开发路径和模式；推动新能源产业链本土化发展；深化金融合作；提升公众与国际合作的认知度。
Since 1978，China-Africa new and renewable energy cooperation has progressed through three stages：initiation，transformation and deepening，and modern sustainable development. Initially focused on aid，this cooperation has evolved into a diversified，mutually beneficial model，encompassing solar，wind，geothermal，biomass，and small hydro-power energy. In recent years，significant advancements have been achieved，with projects spanning over 40 African countries，adding an installed power capacity of 120 million kilowatts，substantially enhancing Africa’s electricity supply capacity. Nevertheless，China-Africa new energy cooperation faces multiple challenges，including risks in six key areas：politics and policy，cross-border collaboration，business environment and infrastructure，investment and financing，currency issues，and international dynamics and market competition. To address these challenges，the report recommends strengthening policy coordination and improving governance frameworks，innovating project development pathways and models，promoting the localization of the new energy industrial chain，deepening financial cooperation，and enhancing public and international awareness of cooperation.
