In November 2019，the Ministry of Transport，in collaboration with nine other ministries and departments including the National Development and Reform Commission and the Ministry of Natural Resources，jointly issued the “Guiding Opinions on Accelerating the Construction of World-Class Ports.” This programmatic document has laid a solid foundation for China’s blueprint to build and promote the development of world-class ports over the next three decades. It also points out the direction and clarifies the goals for the high-quality development of the Beibu Gulf International Gateway Port. Based on the five core characteristics of world-class ports，namely safety and convenience，intelligence and greenness，economic efficiency，strong support，and global leadership，this report meticulously constructs a comprehensive evaluation index system for the Beibu Gulf International Gateway Port as a world-class port. Through benchmarking with major coastal ports in China，it is found that there are nine main issues for the Beibu Gulf International Gateway Port，including room for improvement in cargo and container throughput，container terminal operating efficiency，ship direct berthing rate，sea-rail intermodal volume，city business environment，port connectivity，green port construction，technology empowerment for port production and operation，and international influence building. Based on the benchmarking analysis，eight specific suggestions are proposed，including improving port infrastructure，strengthening port transportation services，enhancing service quality and efficiency，advancing green port construction，accelerating the upgrade of smart ports，improving safety and emergency response capabilities，promoting port openness and cooperation，and continuously expanding shipping services.
