In 2023，the world accelerated its evolution，and the changes in the world，the times，and history were unfolding in an unprecedented way. The world entered a new period of turbulence and change. The deficits in peace，development and governance were aggravating，and human society was facing unprecedented challenges，and the international system was urgently needed to be adjusted and reformed. China continued to promote the building of a community with a shared future for mankind and to consolidate the value and goals of the international system；released the Concept Paper on the Global Security Initiative to contribute China’s wisdom to the reform of the global security system；hosted the third Forum for International Cooperation on Belt and Road Initiative and contributed China’s solutions to global common development；negotiated or signed economic and trade agreements to advocate inclusive economic globalization；issued the Global Civilization Initiative to enrich and develop the construction of a global governance system in the humanities field；participated in global environmental and climate governance and promoted the development of the global environmental and climate governance system；ratified treaties on civil and criminal judicial assistance，and maintained the legal order of transnational exchanges. China has taken concrete actions to fulfill the great goal of building a community with a shared future for mankind and further promoted the development of the legitimacy and effectiveness of the international system.
