2023年，帕劳在政治、经济、外交领域都发生了重大变化。政治领域，惠普斯政府成功与美国签署新的《自由联系条约》审查协议，但在2023年没能等到美国国会对该协议的批准。与此同时，政府公务员养老金计划基金赤字和公共服务事业资金短缺进一步加剧了惠普斯政府的公共服务危机。经济领域，帕劳经济恢复乏力，经济负增长的态势没能得到扭转，帕劳旅游业也没能恢复到预期水平。外交领域，惠普斯总统实现了对美国、日本等传统友好国家的访问，帕劳也迎来了美、日议员代表团的回访，并从盟国获得大量援助资金，与美、日的军事外交也收获颇丰，而惠普斯总统的气候外交也让国际社会不断听到帕劳的声音。
There were great challenges in the political，economic and diplomatic fields in the Republic of Palau in 2023. In the political field，the government led by Whipps Jr. signed the Review Agreement of COFA with the United States. However，the U.S. Congress didn’t ratified the agreement in 2023. At the same time，the deficit of Civil Service Pension Plan and the shortage of public service funds has been further aggravated public service crisis of the government. In economy，economic recovery was weak，the trend of negative economic growth has not been reversed，and tourism industry has not recovered to the expected. In diplomacy，Whipps Jr. visited traditional friendly countries such as USA and Japan，Palau has also welcomed the return visit of delegations from USA and Japan. Moreover，Palau received a large amount of aid from allies，and fruitful results with USA and Japan in military diplomacy. The climate diplomacy by the Whipps Jr. government also made the voices of Palau heard for many times on the world stage.
