2023年8月10日，美国国家情报总监海恩斯发布2023年美国《国家情报战略》报告，报告列举了美国情报界未来4年的工作任务。从战略目标上看，美国国家情报战略将聚焦对大国竞争具有重要意义的科技和经济竞争，且进一步聚焦“战略竞争”对手，并为此设定更为具体的目标。从战略路径上看，美国情报界将以“创新、整合、多样性”为指针，通过将最新科技成果应用于情报实践，强化与其他政府部门、私营部门以及盟友或“伙伴”的合作，以及扩展“雇员构成多样性”计划来维持和强化美国的情报优势，使其更好地服务于大国竞争背景下的美国国家安全。
On August 10，2023，U.S. Director of National Intelligence Avril Haines released the 2023 U.S. National Intelligence Strategy（NIS）report. This report outlines six major tasks for the intelligence community over the next four years. Based on this foundation and other publicly available documents from the U.S. strategic and intelligence communities，this article analyzes the report from two levels：strategic goals and strategic pathways. From the perspective of strategic goals，the U.S. National Intelligence Strategy will focus on technology and economic competition significant to great power competition and will further focus on strategic competitors，setting more specific goals for this purpose. From the perspective of strategic pathways，the U.S. intelligence community will follow the guidelines of “innovation，integration，diversity.” It aims to maintain and enhance U.S. intelligence advantages by applying recent technological advancements to intelligence practices，strengthening cooperation with other government departments，the private sector，and allies or “partners，” and expanding the “employee diversity” program to better serve U.S. national security in the era of great power competition.
