作为青岛市“十四五”期间重点发展的产业之一，文化产业近年来得到长足发展，在规模、增速和质量等方面取得了显著增长。本报告基于青岛市文化产业发展现状，客观分析了青岛市文化产业的发展成绩和不足，同时，学鉴国内文化产业发展发达地区上海市发展经验，从战略布局、体制设计、产业引导三个方面提出青岛市实现文化产业高质量发展的思路和实施路径。
As one of the key industries in Qingdao during the “14th Five-Year Plan” period，Qingdao’s cultural industry has made great progress in recent years，and has also made significant growth in scale，growth rate and quality. Based on the current development of Qingdao’s cultural industry，this report objectively analyzes the development achievements and shortcomings. At the same time，compared with the developed areas of domestic cultural industry （such as Shanghai），it draws ideas and methods from the development experience and puts forward the ideas and implementation paths for Qingdao to achieve high-quality development of cultural industry.
