济南作为山东省会，积极推进国家中心城市建设，具备成为国内大循环中心节点和国内国际双循环战略支点的条件。本文分析了济南在新发展格局中的优势，包括区位优势、外贸优势、市场优势、产业优势、政策优势，提出以创建国家中心城市协同推进济南建设国内大循环中心节点，以自由贸易试验区助推济南打造国内国际双循环战略支点，以济南为中心加快形成新发展格局山东示范区的总思路，并从全域旅游、新基建、城市群、自贸试验区、数字化等角度提出具体政策建议。
As the capital of Shandong province，Jinan actively promotes the construction of a national central city，and has the conditions to become the central node of the domestic circulation and the strategic fulcrum of dual cycle. This article analyzes the advantages of Jinan in the new development pattern，including location advantages，foreign trade advantages，market advantages，industrial advantages，and policy advantages. This paper put forward to policy recommendations：too create a national central city and coordinate to promote Jinan’s construction of a domestic circulation center node，use the free trade pilot zone to help Jinan build a dual cycle strategic fulcrum，and take Jinan as the center to accelerate the formation of a new development pattern Shandong demonstration zone.
