打造海洋高质量发展战略要地是时代赋予山东的重大历史使命。2019年，山东海洋经济高质量发展取得重要进展，海洋经济发展进入新阶段，世界一流港口建设稳步快速推进，现代海洋产业体系初见成效，但相对于国家海洋经济高质量发展要求，山东海洋经济总体发展质量还有待提升。海洋经济区域发展统筹不足、海洋经济新旧动能转换滞后、海洋生态环境压力依然存在及海洋产业创新能力不容乐观等问题依然是制约山东海洋经济高质量发展的主要因素。为此，山东要进一步明确海洋经济发展定位，优化全省海洋经济发展格局，构建现代海洋产业体系，强化海洋生态环境治理，争创国家海洋经济高质量发展先行区。
