In 2023,the international landscape is still in a period of profound adjustment. The United States is constrained by the Russia-Ukraine conflict, the situation in the Middle East, and domestic elections, and has little time for leadership in the Pacific region. Against this backdrop,Japan, together with Australia,New Zealand, the Pacific Island countries and other Oceania countries, aims to maintain the same frequency of strategy by building consensus on values,to ensure sustainable development through green energy cooperation, and to satisfy their respective demands by promoting the exchange of interests,so as to play the complementary role for U.S.leadership while further enhancing its influence and control over the affairs of the Indo-Pacific region. In the coming period,Japan will join hands with Oceania countries to establish a deeper foothold in the Pacific region, accelerate the extension of its diplomatic vision to the construction of a holistic Indo-Pacific regional order, and deepen its security, defence and values diplomacy with the help of small-scale multilateral cooperation mechanisms in order to curb the rise of the so-called regional competitors.
