This report commences with an analysis of the current status of digital infrastructure construction，outlining the planning and initiatives undertaken by countries and regions such as the United States，China，and the European Union in developing their digital infrastructure. Furthermore，it summarizes the information flow order and collaborative governance mechanisms within the global digital context. The report indicates that current information flow exhibits trends towards localization，de-transparency，artificial intelligence integration，and monopolization. China should be vigilant against emerging risks associated with information flow within digital infrastructure，continuously promote international cooperation，improve legal regulations，and steadfastly accelerate the pace of digital infrastructure development.
