This report takes Juungar Banner in Ordos City，Inner Mongolia Autonomous Region，as a case study to explore innovative practice and experience in county-level international communication. Over the past year，Juungar Banner has actively pursued strategic pathways for international communication，positioning the county as both the main platform and carrier. By constructing an integrated，platform-based and internationalized content production and communication mechanism for all forms of media，rooted in the development logic of “grounded in the county，connecting to the world”，the region has successfully activated cultural momentum，enhanced China’s county-level international communication capacity，and contributed to local development. Against the broader backdrop of flourishing local international communication bases，this case provides a vivid grassroots example for other county-level places.
