本报告认为，本年度省级国际传播中心在地方特色挖掘、国际视野拓展与全球共鸣构建三个核心维度上取得了创新性进展。基于各城市资源，主要通过城市发展的产业化传播、城市区域文化传播、城市数字化特点发展三个路径。在国际视野拓展层面，省级国际传播中心通过完善国际化矩阵、深化国际项目合作、培养国际化传播人才梯队，以提升自身的国际影响力与参与度。省级国际传播中心在“全球南方”视角下塑造新地缘文化叙事，通过构建共同体意识和共创共享的参与式传播来实现全球共鸣。
In 2023，the provincial international communication centers have made innovative progress in the three core dimensions of mining local characteristics，expanding international perspectives and building global resonance. Based on the resources of each city，the three main paths are through the industrialized communication of urban development，the communication of urban regional culture，and the development of urban digital features. At the level of expanding international vision，provincial international communication centers have improved their international influence and participation by perfecting their international matrix，deepening international project cooperation，and cultivating international communication talents. Provincial international communication centers are shaping new geo-cultural narratives from the perspective of the “Global South”，and realizing global resonance through the construction of a sense of community and participatory communication through co-creation and sharing.
