Cross-Border E-Commerce is the new quality productive forces in the foreign trade. Implementing the national Huanghe river strategy through cross-border e-commerce has the spatial conditions and industrial foundation，which is of great strategic significance for promoting the innovation and green transformation of the industrial economy in the basin and advancing the opening-up to a higher level. On the basis of elaborating the connotations of “high quality” and “coordinated development” of cross-border e-commerce in the Huanghe river basin，the report introduces the effective exploration of cross-border e-commerce industrial alliance in the Huanghe river basin in terms of the innovation coordination mechanism，the construction of resource docking platform，and the smooth passage along the Huanghe river，the land and the sea. It also proposes that the development of cross-border e-commerce in the Huanghe river basin should focus on “cross-border e-commerce+industrial zone”，multi-functions in one region，multi-mode operations in one store，“full channel，full mode，full category，full experience，and high-quality supervision”，and institutional openness，ultimately promoting cross-border e-commerce towards the path of coordinated development of industrial economy.
