长期以来，日本坚持以政府引导政策推动科技发展。2014年，日本政府整合内部各部门职能并设立“综合科学技术创新会议”（CSTI），作为推动国家科技大战略的“司令塔”。自同年起，CSTI以五年为周期，已连续出台了三期“战略性创新推进计划”（SIP），助推其“五年科技发展规划”实施落地。2023年，日本在“战略性创新推进计划”第一、二期顺利完成的基础上，重点围绕实现“社会5.0”的整体目标，发布了第三期“战略性创新推进计划”，聚焦构建更具社会与市场应用价值的技术产业链。基于第三期“战略性创新推进计划”所带来的新一轮科技创新发展也体现出日本根据全球社会发展新方向、自身技术特点与产业格局做出重大战略调整。
Japan has long insisted on promoting scientific and technological development through government-guided policies. In 2014，the Japanese government integrated the functions of various internal departments and established the “Conference on Comprehensive Science and Technology Innovation”（CSTI）as the “command tower” to promote the national science and technology strategy. Since the same year，CSTI has launched three consecutive phases of the “Strategic Innovation Promotion Program”（SIP）. In 2023，based on the completion of the first and second phases of SIP，Japan released the third phase of the project plan，focusing on the overall goal of realizing “Society 5.0” to build a technology industry chain with greater social and market application value. The new round of scientific and technological innovation and development under SIP3 also reflects Japan’s major strategic adjustments based on the new direction of global social development as well as its own technological characteristics and industrial structure.
