To enhance China’s international communication capabilities,it is essential to thoroughly examine the international communicative strategy of the United States. Drawing on the US Agency for Global Media(USAGM)’s fiscal year budget request reports for 2022-2025 and the five-year strategic plan(Truth over Disinformation:Supporting Freedom and Democracy—USAGM Strategic Plan 2022-2026)published in 2022,this paper provides an in-depth analysis of the strategic composition of US international communication. The paper focuses on the strategies and features of U.S.international communication and explores the trajectory of its future communication initiatives. The United States actively promotes the values associated with “American democracy” by enhancing its government-led media network, seeking to influence the global political landscape and reinforce its hegemonic status. Its affiliated media organizations utilize information as a strategic weapon, targeting key countries through on-the-ground reporting, emphasizing language differences, and maintaining sustained attention. In terms of methods, these organizations leverage advanced digital technologies, including cloud services, artificial intelligence, and large language models,to facilitate precise communication and manage narrative guidance. In 2025,the U.S.government is expected to continue expanding its international communication efforts, strengthening its digital infrastructure, and launching new initiatives specifically targeting China. Given these developments,China must pay close attention and respond proactively.
