Under the new situation，international scientific and technological cooperation has been increasingly becoming an important engine for building an open innovation pattern and an important way to enhance the competitiveness of national and regional scientific and technological innovation. As a global leader in research and innovation，the European Union（EU）has attached great importance to the development of scientific and technological innovation and international scientific and technological cooperation，and created a model of international scientific and technological cooperation under the guidance of transnational resource integration and policies. The EU has formulated a series of international scientific and technological cooperation strategies，systematically carried out scientific and technological plans，increased funding guarantees for cooperation with other countries，strengthened top-level design，established global partnerships，classified policies for different partners，adhered to basic values of research and innovation，and strengthened supervision and evaluation. It has its own characteristics，which has certain inspiration and reference significance for Beijing to carry out international scientific and technological cooperation from the following aspects：to improve top-level design，gather a wider circle of international friends，enlarge the openness of scientific and technological plans and projects，as well as improve the funding，supenision and evaluation mechanisms for international research and innovation.
