本文探讨了北京国际科技合作的创新生态系统，分析其结构、动力机制和面临的问题。通过分析多元创新主体的协同作用，揭示了国际科技合作中的支持系统、合作网络和制度环境的重要性。北京虽然有深厚的国际科技合作基础和创新生态，但是仍存在创新主体参与国际合作的广度和深度有待进一步拓展、国际科技合作支持体系有待进一步完善、国际科技合作网络有待进一步拓展和国际科技合作的政策法规与服务体系有待进一步健全等问题。为此，要发挥高校院所优势，提升国际科技合作的广度和深度；完善国际科技合作支撑体系，强化创新资源支撑保障等优化路径，以期进一步提升北京国际科技合作的质量和效益。
This paper discusses the innovation ecosystem of Beijing’s international science and technology cooperation，including its structure，dynamic mechanism and the problems it faces. By analyzing the synergy of multiple innovation subjects，the supporting system，cooperation network and institutional environment in international scientific and technological cooperation are revealed. The paper points out that although Beijing has a profound foundation for international science and technology cooperation and innovation ecology，there are still problems such as the scope and depth of innovation entities’ participation in international cooperation，the support system for international science and technology cooperation，the international science and technology cooperation network，and the policies，regulations and service system of international science and technology cooperation. To this end，the paper puts forward optimization methods such as giving full play to the advantages of universities and institutions，enhancing the breadth and depth of international science and technology cooperation；improving the support system of international science and technology cooperation，and strengthening the support guarantee of innovation resources，so as to further improve the quality and efficiency of Beijing’s international science and technology cooperation.
