International cooperation for science and technology refers to the transnational exchanges and shared cooperation on knowledge，technology and talent，etc.，as well as platforms，systems，and policy environments which support the above activities. The main forms include scientific research cooperation，technology transfer，S&T talent exchanges，and S&T cooperation ecosystem. Currently，Beijing is accelerating international S&T cooperation，and good progress has been achieved in the building of Beijing as an international center for science and technology innovation. However，Beijing needs to be further optimized in terms of joint application of international research projects，international technological transfer and the building of overseas R&D centers，the frequency of international cooperation and the intensity of talent cultivation and introduction，the effectiveness of non-governmental international S&T exchanges and cooperation，and the international institutional environment for supporting S&T cooperation.Beijing can continue to promote innovative development in international S&T cooperation and create a new phrase of international S&T exchanges and cooperation through the following measures：further improving the municipal level coordination mechanism for international S&T cooperation，vigorously supporting the application for international research project and the exchange and cultivation of international talents，actively promoting enterprises to “go global” for overseas R&D layout，further strengthening the transformation and application of S&T cooperation achievements and intellectual property protection，enhancing the support for non-governmental S&T exchanges and cooperation，and optimizing the internationalized institutional environment supporting S&T cooperation.
