In 2023，Hainan Free Trade Port achieved notable success in the field of risk prevention and control，adopting various measures in trade，investment，finance，cybersecurity，environmental protection，and public health. These efforts were guided by the principles outlined in the “Master Plan for the Construction of Hainan Free Trade Port，” laying a solid foundation for building a comprehensive policy and institutional framework for risk prevention and control. In the digital age，cybersecurity has become a major concern of contemporary society. Therefore，by drawing on governance experience from countries like Singapore，Hainan Free Trade Port can build a cross-departmental risk prevention and control system based on the Hainan Social Management Information Platform. This would involve improving the risk prevention and control regulatory framework，enhancing the cybersecurity risk prevention and control system，and strengthening the coordination mechanism for risk prevention and control with central ministries and other provinces and cities.
