Since 2023，construction of rule-of-law system of Hainan Free Trade Port has been based on the Hainan Free Trade Port Law of the Peoples Republic of China，with local legislative power and diversified commercial dispute resolution mechanisms as important components，and has achieved a number of results and corresponding results. Based on the previous experience in building the rule-of-law system，Hainan Free Trade Port has further constructed and improved specific rule-of-law systems such as dynamic supervision of ships sailing within the island system，data product rights confirmation and registration system，drug and medical device innovation and development system，and headquarters economic development management system in accordance with the Hainan Free Trade Port Law. In addition，the optimization of the operation of the rule-of-law system of local legislative power is reflected in promoting the registration management of market entities，the management of key industrial parks，the management of land，and the management of state-owned assets of enterprises. The measures taken by Hainan Free Trade Port to further improve the specific rule-of-law system corresponding to the diversified commercial dispute resolution mechanism are mainly reflected in the continuous deepening of the “three-in-one” reform of maritime trials，the creation of a provincial unified similar case adjudication guidance system，and the formulation of the “Several Provisions on the Development of International Commercial Arbitration in Hainan Free Trade Port”.
