Since the release of the Overall Plan for the Construction of Hainan Free Trade Port，Hainan has focused on the development of four leading industries including tourism，modern service industry，high-tech industry and high-efficiency tropical agriculture. The development of modern industrial system of Hainan Free Trade Port has been comprehensively promoted. In 2023，the proportion of these four pillar industries in the province’s GDP increased by more than 10 percentage points compared with before 2018，contributing more than 60% to the province’s economic growth. They have now become the key engine for Hainan’s economic growth. The growth index of Hainan’s modern industrial system measured in this report shows that，most of the indicators maintained a growth trend in 2023，mainly due to the rapid improvement of opening up and scientific and technological innovation indicators. In order to successfully realize the island’s closure in 2025，the Hainan Free Trade Port should fully tap the policy and policy windows of the free trade port，promote the tourism industrial upgrade，modern service industry expansion，high-tech industries development，high-efficiency tropical agriculture improvement. Hainan shall make full use of the four leading industries to drive the three future industries of seed industry，deep sea and aerospace，as well as the return of overseas consumption of high-end tourism，medical care and education.
