Centered around the “Overall Plan for the Construction of Hainan Free Trade Port，” Hainan Free Trade Port has made significant progress on the basic system of data elements，initially formed the “Hainan mode” of data utilization，been approved as a pilot project for value-added telecommunication，continued to explore data classification and management，and orderly improved the supporting measures for supervision and regulation at all levels. Based on this，Hainan Free Trade Port achieved steady progress in data infrastructure construction，data traffic volume，data industry distribution，data business application scenes，and data product development and utilization. To further promote the safety and orderly flow of data in Hainan Free Trade Port，this report proposes that Hainan Free Trade Port can enrich and improve data application scenarios and explore offshore international data center business；accelerate the formulation of the list of important data for industries with advantages in the Free Trade Port，and explore the mode of classified management of data；actively guide enterprises to digitize and upgrade，and cultivate industries with local characteristics and advantages；and actively seek to build dialogue platforms on cross-border data flow.
