随着人力资本对经济发展的重要性日益凸显，拥有有才能和有技能的个人是决定国家未来繁荣的重要因素。因此吸引和留住人才的能力在未来变得更加重要。2024年海南自由贸易港人才制度建设在政策系统集成创新取得标志性进展，以《海南自由贸易港全方位引进培养用好人才的若干政策措施》为基石，构建了自由贸易港建设“1+N”人才政策体系。截至2024年6月，海南省“百万人才进海南”目标完成近七成。未来海南自由贸易港在人才制度建设中，应注重对重点领域和重点产业的长期投入，对接地方与企业的实际需求，改善人才政策的精细度和人性化程度。
With the increasing importance of human capital for economic development and growth，access to talented and skilled individuals is becoming an ever-important determinant of the future prosperity. Talent mobility，which is key for firms and governments to fill skills shortages，is becoming increasingly important，especially at the regional level，so the ability to attract and retain talent will only become more important in the future. In 2024，the talent system construction of Hainan Free Trade Port will make landmark progress in the integration and innovation of policy system. Based on Several policies and Measures for Hainan Free Trade Port to Comprehensively Introduce，Cultivate and use Talents，the “1+N” talent policy system for the construction of free trade port will be established. By June 2024，nearly 70 percent of Hainan province’s goal of “bringing one million talents to Hainan” had been achieved. In the construction of talent system in the future，Hainan Free Trade port should pay attention to long-term investment in key fields and industries，meet the actual needs of local governments and enterprises，and improve the fineness and humanization degree of talent policy.
