跨境资金流动自由便利化是海南自由贸易港的重要建设内容。海南自由贸易港已基本构建形成国家、部委、省级“三位一体”金融制度框架体系，其中跨境资金流动自由便利化在其中占据重要地位。本文总结2023年以来海南自由贸易港在跨境资金流动管理领域的制度推进情况以及相关试点业务的主要成效。为全岛封关运作的资金“电子围网”建立作准备，海南自由贸易港上线运行多功能自由贸易账户，这是海南自由贸易港跨境资金管理制度创新的重大举措。本文总结了多功能自由贸易账户的开户条件和资金划转规则，并与原来的自由贸易账户进行比较。2023年以来，海南自由贸易港各类跨境资金流动自由便利制度创新举措持续推进，如跨境贸易投资高水平开放试点扩大、QFLP在洋浦落地和推行余额制等。海南近年涉外收支、跨境人民币结算金额、海南金融增加值指标的稳步提升，一定程度上体现了海南自由贸易港建设和跨境资金流动自由便利化的成效。
To facilitate cross-border free transfer of funds is an important issue of institutional reform in Hainan Free Trade Port. Hainan Free Trade Port has basically established a “three-in-one” financial system framework system at the national，ministerial and provincial levels，in which the reform of cross-border transfer of funds plays an important role. This report summarizes the institutional progress of Hainan Free Trade Port in the field of cross-border transfer of funds and the achievements of related pilot reform since 2023. In preparation for the “electronic fence” of funds for the island’s closed customs operation，Hainan Free Trade Port has launched the multi-functional free trade account，which is a innovative measure for Hainan Free Trade Port’s cross-border fund management system. This report summarizes the account opening conditions and fund transfer rules of the multi-functional free trade account，and compares them with the original free trade account. Since 2023，various innovative measures for cross-border transfer of fund have been continuously advanced in Hainan Free Trade Port，such as the expansion of the pilot program of high-level opening of cross-border trade and investment，the implementation of QFLP balance management measure in Yangpu. Several indicators reflected the effectiveness of the reform in the field of cross-border transfer of funds，such as the Hainan’s foreign-related receipts and payments，cross-border RMB settlement amount，and Hainan’s financial value-added indicators.
