2023 Hainan Free Trade Port has made significant progress in the area of investment freedom and facilitation，and has taken a number of initiatives in the areas of access to overseas higher education institutions，development of headquarters economy，preferential treatment for Taiwan-funded enterprises，market access-on-the-spot system，and guidance catalogue for encouraging industries，etc.，and has solidly pushed forward the investment facilitation arrangements of the Overall Programme，which has helped to expand the level of openness of the Hainan Free Trade Port and to build a modern industrial with international competitiveness. On this basis，the investment liberalisation and facilitation of Hainan Free Trade Port needs to be progressively advanced in promoting the transparency and facilitation of investment policies，expanding the scope of cooperation with Taiwan，promoting cooperation between industries，universities and research institutes in the field of education，and establishing a national security review mechanism，buttressing the international high-standard economic and trade rules，focusing on reforming and improving the system and mechanism in key areas，and providing practical experience in advancing the systematic opening up.
