“城市大脑”是智慧城市的核心组成部分，是构建经济治理、社会治理、城市治理等全方位城市治理体系的有效抓手。本报告从北京市智慧城市建设现状以及海淀区“城市大脑”建设案例着手，梳理和总结了北京市智慧城市和“城市大脑”建设的经验，分析了目前面临的问题，并在借鉴国内外智慧城市建设经验的基础上，就北京市智慧城市和“城市大脑”的定位、发展等方面提出了建议，助力优化北京市智慧城市和“城市大脑”建设，以及全力打造全球数字经济标杆城市。
“City Brain” is the core component of the smart city，which is an effective starting point for establishing a comprehensive urban governance system including economic governance，social governance and metropolitan governance. This article begins from the status quo of Beijing’s smart city development and the case of “city brain” construction in the Haidian District，sorting out and summing up the experience of Beijing’s smart city and “city brain” construction，analysing the current problems，and proposing suggestions on the orientation，development measures and other aspects of the smart city and “city brain” based on the experience of domestic and international smart city establishment. Based on the experience of smart city construction at home and abroad，it puts forward suggestions on the positioning and development measures of Beijing’s smart city and “city brain”，so as to assist in optimising the development of Beijing’s smart city and “city brain”，as well as to establish a benchmark city for the global digital economy.
