文化赋能国际交往的本质是文艺交流和文化外交，关键在于提升文化内容的创新性和吸引力，注重地方特色、时代精神和全球视野的统一。本报告回顾了文化赋能北京国际交往中心建设的理论基础与政策实践，对文化赋能北京国际交往中心建设的现状进行了分析，从中华文化国际传播的视角分析了文化赋能北京国际交往中心建设存在的现实阻碍。本报告在提出4项创新意识的基础上，从全球经验出发，围绕高端特色文化平台打造、文化内容表达、平台渠道构建、传播形式创新、文化市场调查5个方面提出了文化赋能北京国际交往中心建设的创新策略。
The essence of cultural empowerment of international exchanges is the literary and artistic exchanges and cultural diplomacy. The key lies in enhancing the innovation and appeal of cultural content and focusing on the unity of local characteristics，spirit of the times and global vision. This chapter reviews the theoretical basis and policy practice of how culture could facilitate international relations，analyzes the current situation of the construction of a culturally empowered center for international exchange of Beijing，and analyzes the existing obstacles from the perspective of international communication of culture. On the basis of proposing four innovation consciousnesses，this chapter proposes five innovative strategies for the construction of Beijing’s international exchange center empowered by high-quality cultural development：construction of high-quality cultural institutions，cultural content innovation，organizational form innovation，platform channel construction，and effect feedback collection.
