As the supply-side reform of China’s financial sector continues to deepen，the internationalization of the financial market has become an irreversible trend. Beijing，as one of the cities with the highest degree of openness in China’s financial industry，bears an important mission in the institutional openness of finance. Although Beijing has attached great importance to the opening up of the financial industry in recent years，there is still a significant gap compared with international high standards in terms of foreign investment access rules，internationalization of the financial market，and the construction of the financial regulatory system. At present，the world’s major developed economies have accumulated certain experiences in the access to the financial service industry，the convertibility of the capital account，and the supervision of international capital flows，and their high degree of marketization，internationalization，and transparency are worth learning from. Beijing should firmly grasp the opportunity of the “two areas” construction，take the initiative to align with international high-standard financial institutional rules，strengthen the interconnection with the international financial market，and provide more convenient and efficient financial services for domestic and foreign investors. Therefore，this report，based on the above characteristics，puts forward five suggestions for Beijing to enhance the institutional openness of the financial industry：to align with international high-standard open rules，to continuously optimize the business environment for foreign investment，to explore new models of institutional openness relying on the construction of free trade areas，to prudently and solidly promote the internationalization of the RMB，and to strengthen the risk prevention and control capabilities under the conditions of openness.
