In the complex background of globally economic recovery and rising geopolitical risks，Beijing has unwaveringly taken Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide，fully implemented the guiding principles of the 20th CPC National Congress，and accelerated the establishment of a new development pattern that is focused on domestic economy and features positive interplay between domestic and international economic flows. Beijing continues to deepen reform and opening up，improve the business environment，and make greater efforts to promote high-quality development，achieving a stable performance in economy at the same time securing progress in face of complicated domestic and international environment. However，statistics over the past fourteen years reveal a significant decline in amount of foreign direct investment actually utilized in Beijing in 2023. This report makes an in-depth analysis of issues that exist in Beijing investment environment from four aspects：market access，supply chain and data security，intellectual property protection and financial services，providing a reference for the construction of Beijing business environment. In the future，to achieve high-quality development of Beijing investment environment，implementing targeted measures to ensure equal rights for foreign enterprises，facilitate secure and convenient cross-border data flow，improve the intellectual property protection system，and enhance fiscal and tax incentives.
