In 2022，Montenegro experienced political turmoil with the ousting of two governments within a year. The president，government，and parliament were embroiled in intense conflicts，and the formation of a new government remained elusive. Widespread protests erupted due to prolonged political instability and the signing of amendments to the law on the president’s powers. On the economic front，Montenegro made efforts to recover economy，witnessing positive growth in key indicators and a promising tourism industry. However，challenges persisted，largely influenced by the Russia-Ukraine Conflict. In terms of diplomacy and security，Montenegro made limited progress in its EU accession，hindered by domestic political instability. The country celebrated the fifth anniversary of its NATO membership in 2022，further strengthening its relationship with the alliance. Montenegro aligned with the EU and NATO in its policies towards Russia，although the implementation of sanctions was delayed due to differing opinions among political parties. Active participation in regional affairs and the development of relations with Serbia became key priorities for Montenegro. In society and culture，Montenegro ranked first in Europe for the percentage of wind power generated in a single day，showcasing its commitment to energy transformation and sustainable development. In China-Montenegro relations，bilateral trade volume significantly increased. The successful opening of the priority section of the North-South Expressway，constructed by China Road and Bridge Corporation（CRBC），further strengthened the friendship between the two countries. Cultural and educational cooperation deepened，with more Montenegrin people experiencing the allure of Chinese culture.
