2023年俄罗斯地方政治形势总体保持稳定，地方权力更替顺利进行。联邦政府和“统一俄罗斯”党（简称统俄党）取得了地方行政机关和立法机关选举的全面胜利。4个联邦主体领导人顺利更替，18个联邦主体领导人成功连任，这表明2016年以来的中央人事政策取得了成功。在地方自治机关选举中，统俄党在地方行政中心立法机关选举中再次取得胜利。地方领导人的代际更替也持续推进，中青年领导人成为骨干力量。联邦中央政治经济精英对地方政治和人事任命仍具有直接影响。此外，受乌克兰危机长期化影响，中央赋予了地方更多权力以维持安全和稳定，地方政治和经济的稳定发展仍值得长期观察。
The local political situation in Russia remained generally stable in 2023，and the replacement of local power proceeded smoothly as well. The federal government and the “United Russia” achieved overall victory in the local administrative and legislative elections. The smooth replacement of leaders of 4 federal subjects and the successful re-election of leaders of 18 federal subjects showed that the personnel policy of the central government since 2016 has been successful. In the elections for local self-government bodies，the United Russia once again won in the legislative body of the local administrative center. The generational replacement of local leaders also continued，with young and middle-aged leaders becoming the backbone. The federal central political and economic elite still had direct influence on local politics and personnel appointments. In addition，due to the protracted crisis in Ukraine，the central government has given more powers to local governments to maintain security and stability.
