In 2023,the Russia-Ukraine conflict affected the geopolitics of the Arctic region, resulting in pan-security issues flooding the Arctic. The Arctic Council is the core mechanism of Arctic governance. Its shutdown has severely affected the participation and voice of indigenous organizations in Arctic governance. As competition and conflicts intensify within Arctic geopolitics, indigenous organizations are confronted with challenges such as obstructed governance pathways and disrupted transnational cooperation networks. Confronted with the intricate circumstances prevailing in the Arctic, indigenous organizations must harness their non-governmental organizational advantages to establish new consensus points that expand opportunities for cooperation in Arctic governance. They should also explore diverse avenues for participation under these novel circumstances and ultimately propel the development of an innovative model for cooperative governance among indigenous organizations.
