As an Arctic State with long coastlines，Norway has rich marine resources. In 2023，Norway published a new Norwegian Mineral Strategy and simultaneously submitted a proposal to the Norwegian Parliament for mineral exploitation on its continental shelf located in Arctic seas. The five priorities of the Norwegian strategy for mineral exploration and development in the Arctic waters focus on the sustainability of the development of mineral activities，Norway’s potential for the future exploitation of key raw materials，the legal framework and financing instruments for mineral exploration and exploitation in the Norwegian Arctic Waters and the forward-looking mineral policy. The Norwegian strategy for mineral exploration and exploitation in the Arctic waters has also generated controversy at the international level concerning environmental impacts and commercial value. At present，Norway still shows a relatively positive attitude towards mineral exploration and exploitation in Arctic waters，and it can be expected that it will continue to promote the exploration and exploitation of mineral resources in a prudent manner.
