北极地区的安全事务及其治理事项一贯是美国北极战略的重要内容。近几年，北极地区地缘战略重要性持续凸显、北极地区区域内外的复合安全议题交织出现，加之俄乌冲突所引发的全球和地区性连锁效应，北极地区安全局势正处于迅疾变化之中。所以，美国提出和推进“北极安全倡议”，致力于更好地聚合北极资源、维护北极安全、提振北极优势等，追求美国的北极治理领导权。“北极安全倡议”对北极地区安全格局的演化发展、北约北极战略偏好和实践参与等都具有非常深刻的影响，对北极地区及其周边区域的国际关系发展亦具有非常明显的影响。未来，为了更好地推进“北极安全倡议”，美国将增强其维护北极安全的能力和资源、联动北约北极国家以开展集体行动、继续阻遏俄罗斯北极战略成效和实践活动，致力于能够主控北极地区的安全事务和治理进程。
The security and governance of the Arctic region has always been an important part of the Arctic strategy of the United States. In recent years，the geostrategic importance of the Arctic region has been continuously highlighted，the complex security issues within and outside the Arctic region have interwoven，and the global and regional chain effects caused by the Russia-Ukraine conflict have made the security situation in the Arctic region rapidly change. Therefore，the United States has proposed and advanced the Arctic Security Initiative，which is committed to better pooling Arctic resources，maintaining Arctic security，and enhancing Arctic advantages，and pursuing the leadership of the United States in Arctic governance. The Arctic Security Initiative has a profound impact on the evolution and development of the security pattern in the Arctic region，NATO’s strategic preference and practical participation in the Arctic，and the development of international relations in the Arctic region and its surrounding regions. In the future，in order to better advance the Arctic Security Initiative，the United States will enhance its capabilities and resources to maintain Arctic security，engage NATO Arctic States to carry out collective action，continue to deter Russia’s Arctic strategic effectiveness and practical activities，and strive to control the security affairs and governance process in the Arctic region.
