新冠疫情反复延宕，叠加地缘政治紧张和动荡，导致亚太地区面临多重挑战。因此，四年来首次线下召开的2022年APEC领导人非正式会议备受瞩目。本届会议宣言的主题词是开放、联通和平衡，与新冠疫情后经济恢复和《2040年亚太经合组织布特拉加亚愿景》相契合。在开放上，APEC全力支持以WTO为核心的全球多边体系，推动WTO进行必要的功能性改革以解决所面临的危机。同时，继续推动新冠疫情后FTAAP的建设进程、结构改革和服务贸易的开放。在联通上，除了恢复新冠疫情后区域商品、人员流通外，要加强供应链的互联互通，最小化供应链的干扰，培育一个开放、安全和韧性的供应链。在平衡上，重视包容性增长和可持续增长，特别是《亚太经合组织生物循环绿色经济曼谷目标》为整体上推进可持续增长提供了一个方向性的框架。
The COVID-19 epidemic with virus mutation，compounding with the geo-political and geo-economical turmoils，have resulted in APEC facing manifold of challenges. Therefore，APEC 2022 highlights itself met-in-person for the first time in four years. Open，Connect and Balance are the theme words of 2022 APEC Economic leaders’ Declaration，corresponding to the economic recovery of the COVID-19 epidemic and the APEC Putrajaya Vision. With regard to open，APEC upholds the multilateral trade system with WTO at its core and supports the necessary reforms of WTO. Meanwhile，APEC will advance the momentum of FTAAP agenda，accelerate structural reform and increase service trade，etc.. As to connect，in addition to the revive of the flow of goods and personnel，APEC will foster a open，secure and resilient supply chain by minimizing disturbance. As to balance，APEC will place special emphasis on inclusive and sustainable growth，with the endorsed the Bangkok Goals on the Bio-Circular-Green（BCG）economy as a holistic framework.
