Promoting the “Digital Silk Road” is not only an important part of “the Belt and Road” construction, but also an important starting point for China to participate in global economic governance under the new development pattern. The original concept of the “Digital Silk Road” only refers to the cross-border e-commerce between China and countries and regions along the route, while the broad concept refers to the all-round digital economic cooperation between China and countries and regions along the route. The study found that the main shortcomings of the current “Digital Silk Road” construction are that the digital divide between countries and regions along the route still exists,China has a low voice in the formulation of global digital economy rules, and the regulatory standards for new forms of business, new models and new scenarios of the digital economy are different. Accordingly, the author puts forward policy suggestions to promote the high-quality development of the “Digital Silk Road” from three perspectives:improving the level of digital connectivity, focusing on building digital cooperation carriers, and focusing on strengthening the docking of digital rules.
