China’s economy has entered into a phase of high-quality development. In the context of building an open economic system，accelerating digital transformation holds significant strategic and practical importance. This report proposes a unified analytical framework for promoting the digital transformation of manufacturing through high-level openness from an international perspective，integrating macro-level factors such as national governance，industrial policy，and international regulations with micro-level factors. Building on their strong foundations in the digital industry and alignment with high international trade standards，Shanghai and Southeast Asian countries have successfully collaborated in areas such as digital port construction，data infrastructure，modern agriculture，and digital platform integration，driven by both policy guidance and enterprise practices. In the future，Shanghai and Southeast Asian countries should enhance the inclusiveness，openness，and coordination of their digital policies. They should further promote two-way investment and accelerate cooperation in the digital transformation of various sectors such as manufacturing and services. Additionally，both sides should strengthen collaboration in talent development within the digital economy. In areas like smart cities and government governance，new collaborative opportunities should be created to foster deeper integration between Shanghai and Southeast Asian countries in the digital economy. The analysis highlights the critical role of digital transformation in fostering new productive forces and achieving Chinese modernization. It aims to offer valuable insights for research on deepening cooperation between Shanghai and Southeast Asian countries，the upgrading of China’s industrial structure，and corporate digital transformation，along with providing relevant policy recommendations.
