In 2023，Beijing’s cross-border e-commerce has become a key force in stabilizing and optimizing the scale and structure of foreign trade，injecting new vitality into the high-quality development of the economy. This report examines the development of cross-border e-commerce in China and Beijing in 2023. The report highlights that China’s cross-border e-commerce has seen steady growth for five consecutive years，and Beijing’s cross-border e-commerce has shown significant growth in terms of the total volume of imports and exports，the pilot project of pharmaceutical products，the government’s financial support，and the number of newly-established enterprises. Then，the report focuses on the policy of Beijing Cross-border E-commerce Comprehensive Pilot Zone and analyzes the impact of the Comprehensive Pilot Zone’s policies on the development of cross-border e-commerce in Beijing in terms of policy synergism，driven consumption and industrial upgrading. Further，using a multi-period difference-in-difference model，the report empirically examines the policy effects and mechanisms of the comprehensive pilot zone based on data from Beijing-Tianjin-Hebei region. Finally，the report offers strategic recommendations for enhancing Beijing’s cross-border e-commerce，which include leveraging pilot zone opportunities，increasing operational resilience，and improving digital and intelligent logistics systems.
