《区域全面经济伙伴关系协定》（RCEP）全面实施促使区域开放合作迈上新台阶，为推动北京对外投资高质量发展带来了机遇和挑战。本报告对RCEP全面实施推动北京对外投资高质量发展进行了研究。本报告首先以上市公司为代表，利用2018～2023年北京上市公司海外投资数据，从规模变化和国别分布两个方面分析RCEP全面实施对北京对外投资影响的总体状况，从投资区域和投资模式两个层面进一步分析RCEP全面实施对北京对外投资影响的具体状况；其次探讨RCEP推动北京对外投资高质量发展面临的机遇与挑战；最后基于以上分析，提出RCEP推动北京对外投资高质量发展的建议，包括拓展对外投资广度和深度、提升投资合作效能、倡导新质生产力发展理念、应对合规风险和ESG风险以及打造“投资中国”金字品牌等五个方面。本报告旨在为在RCEP下推动北京对外投资高质量发展提供借鉴。
The all-sided implementation of the Regional Comprehensive Economic Partnership（RCEP）has advanced the regional opening up and cooperation to a new level，and also brought opportunities and challenges for promoting a high-quality development of Beijing’s overseas investment. Taking listed firms as representative firms and using the overseas investment data of Beijing listed firms from 2018 to 2023，this report first analyzes the overall impact of the all-sided implementation of RCEP on Beijing’s overseas investment by examining the investment size change and nation distribution，and further analyzes the concrete impact of the all-sided implementation of RCEP on Beijing’s overseas investment by distinguishing investment regions and investment models. Then，this report discusses the opportunities and challenges of promoting a high-quality development of Beijing’s overseas investment under RCEP. Finally，based on the above analysis，this report puts forward corresponding suggestions，including increasing the breadth and depth of overseas investment，improving the ways and effectiveness of investment cooperation，advocating the concept of the New Quality Productive Forces，addressing compliance risks and ESG risks，and building a golden brand of “Invest in China” brand. This report aims at providing refrence for realizing provide reference for promoting a high-quality development of Beijing’s foreign investment under the RCEP.
