海洋经济是环渤海区域发展的引擎，促进海洋经济繁荣与转型，对区域可持续发展和国际竞争力提升具有战略意义。本报告在深入分析环渤海区域海洋经济现状的基础上，构建了一个以新发展理念为核心，用以评价区域海洋经济高质量发展的指标体系。该体系全面评估了环渤海区域海洋经济在创新、协调、绿色、开放、共享五大维度上的发展水平。通过运用系统动力学模型，进一步从海洋经济增长、海洋科技创新、海洋社会保障、海洋资源环境发展五大维度出发，构建了基准情景、经济优先情景、创新驱动情景、综合治理攻坚情景等四种情景进行预测，分析环渤海区域海洋经济的可持续发展趋势。此外，本报告还提出了促进环渤海区域海洋经济可持续发展的相关建议。
The marine economy serves as the driving force behind the Bohai Rim region，fostering economic prosperity and transformation while holding strategic importance for enhancing regional sustainability and international competitiveness. This report presents an in-depth analysis of the current state of the maritime economy in the Bohai Rim region and develops an indicator system centered around innovative concepts to evaluate the regional maritime economy. This system comprehensively assesses the level of the maritime economy in the Bohai Rim region across five dimensions：innovation，coordination，sustainability，openness，and inclusivity. Utilizing a system dynamics model，the report explores four scenario predictions based on the five dimensions of marine economic growth，marine scientific and technological innovation，marine social security，and marine resource management. These scenarios include the baseline scenario，the economic priority scenario，the innovation-driven scenario，and the comprehensive governance scenario，which outline potential trends in the maritime economy of the Bohai Rim region. Furthermore，the report offers relevant recommendations to promote the development of the marine economy in the Bohai Rim region.
