海洋是国家发展的重要战略领域，培育和壮大现代海洋产业集群能够引导相关企业在特定区域集聚，形成规模和范围经济优势，对优化海洋经济空间布局、构建现代化产业体系、提升科技自主创新能力、推动高质量发展具有重要意义。目前，打造海洋产业集群是我国沿海省份发挥区域优势的重要抓手。本报告首先详细梳理我国海洋产业集群的发展现状与存在的问题；其次，构建中国海洋产业集群竞争力发展评价指标体系，对中国典型海洋产业集群进行竞争力分析与评价；再次，分别探讨了我国典型海洋产业集群的发展趋势与展望；最后，从海洋产业集群资源优化配置、产业集群结构及产业集群效率等方面提出了我国未来海洋产业集群竞争力提升的对策建议。
The ocean is a vital strategic domain for national development. Fostering and expanding modern marine industry clusters，while guiding enterprises and related institutions with close economic and technological ties to concentrate in specific geographic areas，plays a critical role in achieving economies of scale，economies of scope，and cluster competitiveness. This，in turn，is essential for optimizing the spatial distribution of China’s marine economy，building a modern marine industrial system，enhancing independent innovation in marine science and technology，and promoting the high-quality development of the marine economy. Currently，the establishment of marine industry clusters is a key strategy for coastal provinces to fully leverage regional advantages and construct modern marine industry systems. This report first provides a comprehensive review of the development status and challenges facing China’s marine industry clusters. Second，it constructs an evaluation index system for assessing the competitiveness of China’s marine industry clusters and conducts a competitiveness analysis and evaluation of key clusters. Third，it discusses the development trends and future prospects of these clusters. Finally，the report offers policy recommendations for enhancing the competitiveness of China’s marine industry clusters，focusing on the optimal allocation of resources，cluster structure，and cluster efficiency.
