中国海洋产业发展情况是决定海洋经济发展质量的关键所在。党的十八大以来，我国海洋产业发展态势稳步向好，其中传统海洋产业质量有所提升，新兴海洋产业占比稳步提升。需要注意的是，从结构均衡性的角度来看，新兴海洋产业占比仍然偏低，三大海洋经济圈内部差异显著，在海洋科技创新驱动、海洋生态环境保护方面仍然面临一系列的问题与挑战，制约我国海洋产业均衡、高质量发展。因此，在面向“十五五”时期以及迈向中国式现代化的进程中，要促进传统海洋产业转型，扩大新兴海洋产业规模，打造陆海联动、双向互济的区域协调发展新格局，聚力海洋科学技术创新，加强海洋生态文明建设，为促进海洋产业均衡、高质量发展奠定坚实基础。
The ocean is an important strategic area for national development. Cultivating and strengthening modern ocean industry clusters can guide related enterprises to gather in specific regions，form economies of scale and scope，and have significant implications for optimizing the spatial layout of the ocean economy，building a modern industrial system，enhancing scientific and technological innovation capabilities，and promoting high-quality development. At present，building marine industry clusters is an important lever for coastal provinces in China to leverage regional advantages. This report first provides a detailed overview of the current development status and existing problems of China’s marine industry clusters；Secondly，establish an evaluation index system for the competitive development of China’s marine industry clusters，and conduct competitive analysis and evaluation of typical marine industry clusters in China；Again，the development trends and prospects of typical marine industry clusters in China were discussed separately；Finally，countermeasures and suggestions for enhancing the competitiveness of China’s future marine industry clusters were proposed in terms of optimizing resource allocation，industrial cluster structure，and industrial cluster efficiency.
