This report focuses on the low-carbon transition of China’s marine industry，aiming to provide a scientific basis for achieving the nation’s “dual carbon” goals. Initially，the current state and influencing factors of the low-carbon transition in China’s marine industry are systematically reviewed. An evaluation system is then constructed based on four dimensions：greening，innovation，ecological sustainability，and carbon sequestration enhancement. Utilizing the entropy method，the report quantitatively analyzes the level of low-carbon transition from 2006 to 2022 across the nation and coastal regions. The findings reveal that since 2006，the overall trend in China’s marine industry has been one of fluctuating growth，with southeastern coastal provinces such as Guangdong and Shandong showing prominent progress，while northern coastal regions have lagged，leading to a widening regional gap. Looking forward，technological innovation and policy support are expected to be the key driving forces behind further low-carbon transition. To advance this transition，it is recommended to strengthen regional coordination，increase technological investment，improve policy frameworks，and promote broad societal participation.
