近年来，中国（新疆）自由贸易试验区高标准、高要求、高质量、高水准推进各项工作，打造中西部地区高质量发展的自由贸易试验区样板，形成“一中心五区一基地”，带动“通道经济”向“产业经济”和“落地经济”转变。本报告从战略定位、功能规划、空间布局角度分析了中国（新疆）自由贸易试验区发展规划，分片区总结了中国（新疆）自由贸易试验区的发展情况，发现中国（新疆）自由贸易试验区在经济发展、国际贸易、数字化改革、智慧物流、营商环境等方面取得较大进展，但仍面临国际化营商环境有待优化、经验复制推广存在局限、政策创新力度有待加大、生态环境保护存在阻碍等问题。由此，本报告提出以下对策建议：优化营商环境，打造开放型经济新体制；发挥地缘优势，促进区域经济发展；注重创新驱动，培育新兴产业；推动科技创新，培育新质生产力；聚焦绿色生态，坚持可持续发展理念。
In recent years，the China（Xinjiang）Pilot Free Trade Zone has promoted various work with high standards，high requirements，high quality，and high standards，creating a model of high-quality development in the central and western regions of the free trade pilot zone，forming a “one center，five zones，and one base”，and driving the transformation of “channel economy” to “industrial economy” and “landing economy”. This report analyzes the development of China（Xinjiang）Pilot Free Trade Zone from the perspectives of strategic positioning，industrial planning，and spatial layout. It is found that China（Xinjiang）Pilot Free Trade Zone has made significant progress in economic development，international trade，digital reform，smart logistics，and business environment. However，it still faces problems such as the need to optimize the international business environment，limitations in experience replication and promotion，the need to increase policy innovation efforts，and obstacles to ecological environment protection. Therefore，this report proposes the following countermeasures and suggestions：optimizing the business environment and creating an open economy；Developing geopolitical issues and promoting regional economic development；Emphasize innovation driven development and cultivate emerging industries；Promote technological innovation and cultivate new quality productivity；Focus on green ecology and adhere to the concept of sustainable development.
