本报告在分析上海浦东新区开发开放历程和新时代新任务新使命的基础上，总结了2023年以来上海浦东新区的发展情况和主要进展。重点聚焦打造“社会主义现代化建设引领区”所要求的“国际金融中心建设”和“全球资源配置功能提升”，分析对比浦东新区乃至上海全市与全球主要金融中心的发展现状，探讨上海浦东新区在经济实力、金融发展质量和科技创新等方面的不足之处，从发挥金融特色、补齐主要短板、把控开放风险等方面提出发展路径与对策建议，助力上海浦东新区立足城市特色和现有优势，探索顺应时代潮流和政策导向的特色发展道路。
Based on the analysis of the development and opening-up history of Pudong New Area and its new tasks and missions in the new era，this report summarizes the recent development and major progress of Pudong New Area from 2023 to the present. Focusing on “building an international financial center” and “enhancing the global resource allocation function” as required for a “leading area of socialist modernization”，and by analyzing and comparing the current development status of Pudong New Area and even Shanghai as well as the five global financial centers，this report has identified the shortcomings of Shanghai and Pudong New Area in terms of economic strength，financial development quality，and scientific and technological innovation. This report also outlines future development paths and strategies in three aspects，namely，giving full play to financial characteristics，eliminating major shortcomings and maintaining sustainable development，so as to help Pudong New Area explore a unique development path in line with the trend of the times and policy guidance，complemented by the Shanghai’s characteristics and cumulative advantages.
